Collins Sefa The Ministry of Communication, Digital Technology and Innovations is exploring a major partnership with international tech firm Code Raccoon Ltd to train 350,000 Ghanaian youth in coding and other critical digital skills.
Details of the Training Programme
At a meeting held on September 4, 2025, Code Raccoon executives — CEO Jörn Halsinger, CFO Christian Walczak, and Corporate Affairs Manager Emily Okine — presented a proposal to roll out a three-month programme focused on Python and JavaScript programming, with additional training in artificial intelligence and cybersecurity.
Local and International Certification
The curriculum, already tested in Berlin, will be locally accredited by Ghana’s National Council for Curriculum and Assessment (NaCCA) and paired with international certification from top European tech firms. This dual approach is designed to boost graduates’ employability in both Ghana and global job markets.
“It’s not just about training, but ensuring our youth are employable globally. Having certification that international firms can recognise makes a huge difference,” the Minister emphasised.
Funding and Investment Commitments
Code Raccoon has pledged €2 million toward content development and deployment systems, while seeking an additional €2 million in co-funding from private partners. The company has also requested government backing through a Memorandum of Understanding (MoU) to formalise the collaboration.
Next Steps
The Minister welcomed the proposal and urged the team to finalise the certification framework and submit a detailed concept note. If funding is secured, the initiative could be rolled out as early as 2026.
“This initiative aligns with our national vision of creating a digital workforce ready for the opportunities of the AI-driven economy. With the right partnerships, we can empower our young people with the skills to thrive locally and internationally,” the Minister affirmed.
