Collins Sefa In a bold step towards inclusive economic growth, the Ghana Enterprises Agency (GEA), in collaboration with the German Development Cooperation (GIZ), has launched the Small and Medium Enterprises (SME) Innovation and Inclusion Programme – Digitalise for Jobs (D4J).
This groundbreaking initiative is designed to empower Persons with Disabilities (PWDs) by equipping them with essential digital skills, tools, and visibility to thrive in Ghana’s evolving entrepreneurial landscape.
Digital Empowerment for All
Launched at the Accra Digital Centre, the D4J Project reflects a shared commitment to breaking down barriers and fostering innovation for a segment of society that has long been underserved. Speaking at the event, Ms. Margaret Ansei, CEO of GEA, described the initiative as “the dawn of a new era of inclusivity and empowerment.”
According to the 2021 Population and Housing Census, approximately 8% of Ghana’s population faces physical, sensory, or intellectual barriers to accessing economic opportunities. The D4J Project directly addresses these challenges, aiming to support 50 PWD-led enterprises and create 100 new jobs by September 2025.
A Holistic Approach to Innovation
Developed under GIZ’s ‘Invest for Jobs’ programme, the D4J Project is a continuation of the highly successful Women SME Innovation Programme. This version specifically targets PWD entrepreneurs with:

Personalised one-on-one coaching and mentorship
These strategic components ensure that PWD-led businesses are not only competitive in today’s digital economy but also sustainable and scalable.

Ms. Ansei underscored the alignment of the project with Ghana’s national development priorities, stating:

The project has been made possible through the strong partnership between GEA, GIZ, and the German Cooperation’s ‘Invest for Jobs’ initiative. Ms. Ansei expressed deep appreciation to all partners, as well as the GEA team and resilient PWD entrepreneurs working tirelessly to change their own narratives.
The event brought together key stakeholders from government, business, and civil society, including ministers from the Ministry of Trade, Gender, and Greater Accra; representatives of PWD associations; and a number of successful business leaders.
