Collins Sefa Telecel Group has signed a landmark Memorandum of Understanding (MoU) with the Ministry of Communications, Digital Technology and Innovations to support Government’s flagship One Million Coders Programme — a national digital skills initiative launched by President John Mahama in April 2025.
The MoU, signed at the Ministry’s headquarters in Accra, formalises Telecel’s commitment to providing free access to its Startocode learning platform to train 100,000 young Ghanaians over the next four years. The partnership is expected to accelerate Ghana’s digital transformation and expand opportunities for youth participation in the global digital economy.
Speaking at the signing ceremony, Telecel Group CEO Moh Damush described the initiative as a major step in the company’s mission to champion a digitally connected Africa.

Startocode: A Platform for Digital Inclusion
Startocode, developed by Telecel Group, is a multilingual, self-paced digital learning platform that delivers accessible and inclusive coding education. It features interactive lessons, hands-on projects and practical assessments to ensure learners acquire job-ready skills in high-demand areas of technology.
The platform has already trained thousands of learners across Africa and is specifically designed to reach diverse linguistic and educational backgrounds — including young people in underserved communities.
Government Welcomes Strategic Partnership
The Minister for Communications, Digital Technology and Innovations, Hon. Sam George (MP), welcomed the partnership, describing it as a pivotal boost to Ghana’s digital development agenda.

Under the agreement, participants will receive free access to Startocode modules covering web development, Python programming, data analytics, digital literacy and digital entrepreneurship. The collaboration also includes mentorship support and community engagement activities to encourage continuous learning and long-term career growth.
