Collins Sefa A Digital Leap for Entrepreneurs: New Chatbot Makes Business Policies More Accessible in Ghana
Navigating business policies in Ghana has long been a challenge, especially for micro, small, and medium-sized enterprises (MSMEs). Entrepreneurs often face a maze of lengthy PDFs, scattered websites, and complex legal jargon that hinder access to the very information needed to start, formalize, or grow a business.
Recognizing this gap, a transformative solution is underway—the Entrepreneurship Policy Chatbot, a user-friendly digital assistant designed to bridge the divide between policy and practice.
This chatbot is being developed as part of the Digital Transformation for Inclusive Entrepreneurship in Ghana (DTEG) project, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
A Tool Built for Real Needs
The Entrepreneurship Policy Chatbot serves as a conversational guide that helps users navigate essential business processes—from registration and tax compliance to understanding government incentives and regulatory requirements. It responds in real time, using clear and localized language to deliver verified information tailored to each user’s context.
“Whether you’re registering a small agro-processing business or need support understanding tax policies, this chatbot provides instant, easy-to-understand answers,” said a DTEG project representative. “It’s about simplifying access and empowering people to take action.”
Unlike static websites or dense policy documents, the chatbot is interactive, intuitive, and focused on user needs. Entrepreneurs from Tamale, Kumasi, Takoradi, Koforidua, Sunyani, and Accra were directly engaged in the tool’s development. Their insights shaped its design—highlighting the most confusing policies, communication gaps, and language barriers that needed addressing.
Inclusive by Design
Initially launching as a web-based tool, the chatbot will soon roll out to platforms like WhatsApp, ensuring even greater reach and accessibility. Its multilingual roadmap includes local language integration, making it especially useful for rural entrepreneurs and informal sector players.
“This isn’t just a tool; it’s a response to one of the most frequent frustrations MSMEs face in Ghana,” the team added. “It puts entrepreneurs first and brings critical policy information to their fingertips.”
Beyond answering questions, the chatbot will guide users to relevant forms, downloadable documents, and trusted online resources, serving as a one-stop assistant for navigating Ghana’s business environment.
As usage grows, the chatbot will learn and improve—adapting to user queries, flagging emerging concerns, and even informing future policy improvements at a national level.
About the DTEG Project
The Digital Transformation for Inclusive Entrepreneurship in Ghana (DTEG) project is a flagship initiative under GIZ’s Digital Transformation Center Ghana, part of a pan-African network supported by the BMZ.
DTEG aims to create an enabling environment for Ghana’s micro-enterprises to thrive through digital solutions. The project focuses particularly on empowering female entrepreneurs, young people, rural business owners, and informal sector participants by improving access to training, coaching, and critical information.
