Association of Ghana Startups Urges President-Elect John Mahama to Pass Ghana Innovation and Startup Bill

The Association of Ghana Startups has made a compelling appeal to President-Elect John Dramani Mahama, urging him to prioritize the passage of the Ghana Innovation and Startup Bill early in his administration.

In a statement released on Monday, December 16th, the Association’s President, Solomon Adjei, emphasized that fulfilling the NDC’s campaign promises—particularly fostering innovation, economic growth, and job creation through sectors like Fintech and Agritech—hinges on the urgent passage of this transformative legislation

A Critical Step for Economic Transformation

Solomon Adjei described the bill as a foundational policy framework that aligns with the aspirations of Ghana’s youth, entrepreneurs, and small business owners.

“Passing the Ghana Innovation and Startup Bill would be one of the most transformative initial steps the incoming administration can take. This bill creates an enabling environment for startups and entrepreneurs, directly addressing youth unemployment and supporting technology-driven development,” Adjei stated.

A Regional Push for Startup Policies

Ghana is not alone in recognizing the critical role of startups in driving economic development. Across Africa, governments are adopting Startup Acts to support tech-enabled ventures and innovation ecosystems.

  • Tunisia was the first African country to enact a Startup Act in 2018, providing support for tech startups.
  • Senegal, Nigeria, and Togo have followed suit, while countries like Kenya, South Africa, Côte d’Ivoire, Rwanda, and Uganda are actively drafting similar legislation.

Earlier this year, the African Union (AU) released a policy framework urging member states to enact Startup Bills to foster innovation and entrepreneurship across the continent.

Ghana’s Startup Bill: A Blueprint for Growth

Ghana’s Innovation and Startup Bill has been years in the making. A technical working committee comprising representatives from organizations such as the National Entrepreneurship and Innovation Program (NEIP), Association of Ghana Startups, Ghana Hubs Network, and Accra Digital Center began drafting the bill in August 2020.

The draft has undergone extensive stakeholder consultations at regional and national levels and is now in its final stages, awaiting submission to the cabinet.

Key Objectives of the Bill:

  1. Clear Startup Definition: Establishes clear criteria for defining startups, eliminating ambiguity for policymakers and stakeholders.
  2. Ghana Innovation and Startup Fund: Proposes a funding mechanism to provide patient capital for early-stage ventures.
  3. Business Support Services: Includes training, mentorship, and research programs to enhance global competitiveness.
  4. Employment and Failure Relief: Offers employment support and safety nets to help startups navigate economic challenges.

An Urgent Call to Action

The Association is calling on President-Elect Mahama to ensure the bill’s passage within the first six months of his tenure.

“The Ghana Innovation and Startup Bill is not just a policy—it is a promise to the youth and entrepreneurs of this country. It is a commitment to building a thriving innovation ecosystem that positions Ghana as a leading hub for entrepreneurship in Africa,” Solomon Adjei declared.

He further expressed the Association’s willingness to collaborate with the incoming administration to ensure the bill’s swift passage and implementation.
