Google’s Android Earthquake Alerts system during the catastrophic 2023 Turkey earthquake is sparking a broader debate about the risks of over-reliance on private tech-led safety solutions—especially in markets with no national systems.
When Google’s highly-touted Android Earthquake Alerts (AEA) failed to issue timely, accurate warnings ahead of the 7.8 magnitude earthquake that devastated southeast Turkey in February 2023, the implications went far beyond missed notifications. More than 55,000 lives were lost, over 100,000 people injured, and many were left wondering how a system that claims to be a “global safety net” could falter when it mattered most.
Despite being live at the time, the system underestimated the earthquake’s magnitude, sending only 469 high-level “Take Action” alerts to users within range. Millions more received lower-tier “Be Aware” warnings, which are not designed to wake sleeping users—especially problematic as the quake struck at 4:17 AM.
Originally praised as an innovative tool for countries without government-funded early warning systems, Google’s AEA now faces criticism from the tech, scientific, and emergency management communities. According to Google’s own post-event review published in Science, the system estimated the quake’s strength at 4.5–4.9 on the moment magnitude scale—a severe undercalculation given the actual magnitude was 7.8.
“We continue to improve the system based on what we learn in each earthquake,” a Google spokesperson said.
After months of investigation and simulations, Google’s revised algorithm now performs more accurately, theoretically issuing 10 million “Take Action” alerts in a replicated model of the same quake—an adjustment that came two years too late for thousands.
Experts argue that the delay in transparency poses real-world consequences.
“We’re not talking about a little event – people died,” said Elizabeth Reddy, Assistant Professor at the Colorado School of Mines.
“I’m frustrated it took this long.”
The Price of Scaling Tech in Critical Infrastructure
The AEA rollout raises urgent questions for tech entrepreneurs and investors venturing into disaster-tech, safety applications, and critical infrastructure. While Google describes AEA as supplementary and not a substitute for government-run systems, its presence in nearly 100 countries, many without national alert protocols, positions it as the de facto solution—a responsibility many argue was underestimated by the company itself.
“Transparency is absolutely critical,” said Harold Tobin, Director of the Pacific Northwest Seismic Network. “Would some places make the calculation that Google’s doing it, so we don’t have to?”
This incident highlights the risks of deploying untested or underdeveloped systems at scale, particularly in emerging markets. As more startups innovate in the safety and emergency tech space, the expectation for robust performance, transparency, and ethical data use is becoming a non-negotiable market demand.

In response to its shortcomings, Google has updated AEA’s detection algorithm and claims better performance in newer earthquakes. However, the long gap between system failure and public disclosure has dented trust—and may push governments to reconsider dependence on third-party tech providers for life-saving infrastructure.
Meanwhile, the entrepreneurial community is watching closely. The case underscores how tech solutions, especially in public safety, require more than scalability—they demand accountability.
Google has yet to comment on AEA’s performance in Myanmar’s 2025 earthquake, and experts say future scrutiny will depend on whether the updated system meets expectations under real-world conditions.
